Dear District 5930 Club Presidents and Presidents-Elect for 2019-2020  and 2020-2021:
 
In this most challenging time when we are doing our best to serve others, while still remaining safe, I am pleased to report that Rotary districts throughout the world and The Rotary Foundation are joining forces to provide assistance to those in need.
 
The Rotary Foundation is strongly encouraging districts to earmark a portion of their 2020-2021 District Designated Funds to support local activities designed to address COVID-19 needs. Examples of such activities include the purchase and distribution of thermometers and protective gear for medical professionals, the purchase and delivery of food to those in need, and other activities. Districts can also use contingency funds from an open district grant or repurpose previously planned activities as a COVID-19 response.
 
 
In addition, the Rotary Foundation is allowing expenses related to COVID-19 incurred since 15 March 2020 to be reimbursed through 2020-2021 district grants.
 
To help interested clubs in our district prepare a District grant proposal for 2020-2021 to address COVID-19 issues, DGE Eddie Bartnesky and I will be conducting a Grant Certification Training Seminar on April 18, 2020 from 10:00 a.m. to 12:00 noon through Zoom.  The meeting ID to join the meeting will be posted on the main page of the District 5930 website on April 16, 2020.  The meeting will close to participants at 10:10 a.m.; so please be on time.
 
We are requesting that participants join the meeting through a device that will allow them to view important power point slides.  Interested individuals can review different YouTube videos to find out more about the Zoom videoconferencing system.
 
To be qualified to submit a district grant proposal for consideration for funding in 2020-2021, clubs are required to satisfy the following criteria beforehand:
 
-   Have at least two members complete the Grant Certification Training Seminar.  One of  these individuals must be the President for 2020-2021.
 
- Complete, sign, and submit to Juan Lira (Grants Subcommittee Chair) at juanliratx@aol.com the following attached documents:
 
    -   Club Qualification Memorandum of Understanding for Fiscal Year 2020-2021 - Document A
    -   Rotary District 5930 Addendum Rotary Club Memorandum of Understanding for 2020-2021 Document B 
    -   Rotary Foundation Grant Funds 2020-2021 Club Financial Management Plan - Document C
    -   Investigating, Reporting, & Resolving Allegations of Misuse or Management of Grant Funds for-  Doc D
 
-    Clubs that were awarded a district grant for 2019-2020 must also submit a completed an end of the year Individual Project Report no later than May 31, 2020.  The report must include at least one photo to document the impact of the project, an accurate financial report, and attached copies of relevant documents (e.g., receipts for  expenditures of grant funds in accordance with the objectives of the grant, power point slides, and other documentation, as needed).   
 
Clubs fulfilling these criteria will be notified that they are qualified to access the district grant module to begin preparing their respective 2020-2021 district grant proposal. To begin the process, ensure that you are in the correct year, i.e., 2020-2021.

The proposed budget for the district grant must be at least $2,000. District  5930 will be able to reimburse a club for COVID-19 expenses from $1,000 to $4,000.
 
The deadline for submitting district grant proposals for consideration is June 30, 2020.  However, if a club submits a proposal beforehand, it will reviewed and the club will be notified of the Review Committee's decision shortly thereafter.
 
Because District 5930 is not expected to receive its District Designated Funds allocation from The Rotary Foundation until the latter part of July or early August 2020, clubs with approved district grants will receive their reimbursement shortly thereafter.
